HOUSE RESOLUTION NO. 10
(By Delegates Ellis, Whitman, Hendricks and Dempsey)
Commemorating the passing of the Honorable Paul C. Winter, former
member of the West Virginia House of Delegates from Logan
County, respected businessman, educator and public servant.
Whereas
, The Honorable Paul C. Winter was born August 16,
1909 at Chapmanville, Logan County, West Virginia, the son of
O.C. and Roxie (Ferrell); and
Whereas
, The Honorable Paul C. Winter was married to Mary
Oakley, with whom he shared the joy of having one son, Clinton;
and
Whereas
, The Honorable Paul C. Winter was educated at
Marshall College; and
Whereas
, The Honorable Paul C. Winter was elected to the
House of Delegates from Logan County in 1934; and
Whereas
, The Honorable Paul C. Winter served as
Superintendent of Logan County Schools from 1939 to 1960, where
he was instrumental in the construction of the Logan and Man High
Schools and other school projects during the 1950's; and
Whereas
, The Honorable Paul C. Winter was a member of
Nighbert Memorial United Methodist Church; member, West Virginia
Education Association; member, National Education Association;
member, Alpha Sigma Phi Fraternity; member, former president,Logan Rotary Club and recipient of the Paul Harris Fellow Award;
member, Aracoma Lodge No. 99, AF&AM; member, Scottish Rite
Bodies; member, Beni Kedem Shrine; member, United Way of Logan
County; former chairman, Logan County Democratic Executive
Committee; former president, Logan County Country Club;
Lieutenant Commander, United States Navy during World War II;
former director, First Empire Federal Savings and Loan
Association; former president, W.W. McDonald Land Company, Bruce
McDonald Holding Company and Triadelphia Land Company; and
Whereas
, The Honorable Paul C. Winter served as a director
of the National Bank of Logan, Key Centurian Bancshares, Logan
Medical Foundation and Aracoma Medical Foundation at the time of
his death; and
Whereas
, The Honorable Paul C. Winter died at Logan General
Hospital on January 10, 1993; therefore, be it
Resolved by the House of Delegates:
That the House of Delegates hereby expresses its sincere
sadness at the passing of the Honorable Paul C. Winter, former
member of the House of Delegates; and, be it
Further Resolved,
That the Clerk is hereby directed to
forward a copy of this resolution to the wife and son of the late
Paul C. Winter.
